Teacher Leader Effectiveness

Effective teachers and leaders are critically important to the success of students in Vermont. In 2011 – 2012, a task force developed and then the State Board of Education approved the Vermont Guidelines for Teacher & Leader Effectiveness,  which is intended to clarify essential elements of a high-quality teacher and leader evaluation system.

Rubric

In the summer of 2015, SU/SDs were invited to submit their teacher and leader evaluation systems for review and feedback from the AOE. Teacher evaluation systems were reviewed against the Teacher Evaluation Review Rubric, which contains 20 criteria based on Vermont Guidelines for Teacher & Leader Effectiveness.  Leader evaluation systems were reviewed against the Leader Evaluation Review Rubric.

Resources

State Board Rule 2121.4 of the Education Quality Standards addresses staff evaluation including administrators, educators, and other school employees working with students. The purpose of these evaluation system reviews is to provide SU/SD information regarding where evaluations are aligned to the principles and where there are gaps that may be improved. With this information, superintendents can embark on revising evaluation systems as needed by utilizing the resources available online.

SU/SD Sample Rubrics

Milton: This is a highly effective example of criterion 7a: includes a clear process and a timeline. The description of the timeline and the accompanying chart present the information clearly and concisely. Including both a narrative and a graphic representation of the process and timeline clarifies the information for both the evaluatee and evaluator.    

Caledonia North: This is a highly effective example of criterion 3a: corrective practices are established, with a continuum of progressive discipline and description of support. Roles and responsibilities and timelines are clear.
