The guide provides information that remains useful and relevant for planning and implementing services at the district and school levels, especially in relation to language acquisition, bottom line legal responsibilities and civil rights policies, and district plans/procedures.

The guide lacks, however, critical information about the No Child Left Behind legislation and regulations (Title I and Title III) relating to instruction for limited English proficient and immigrant students, including: English language proficiency standards, assessments and accountability, state and local programs, parental notification, and private school participation that is related. Information about these current topics is provided to administrators and teachers through memos, listservs and is also posted on the ESL web page.
