Digital Learning Plan, Draft for Public Comment

The Agency of Education is seeking public comment on the draft Vermont's statewide 2018 - 2021 Digital Learning Plan. As required, the Agency of Education will be accepting public comments for the 90 days from June 30, 2017 to September 29, 2017.

Locals are still required to submit their own Digital Learning Plans to the Agency of Education, which are due on June 30, 2018. This released draft of the state Digital Learning Plan contains a suggested template section.

This requirement is an amendment to the Technology Plan requirement in the past. The Agency of Education still sees tremendous value in having Supervisory Unions, Unified Districts and Supervisory Districts create and turn in a three-year plan for how technology will support learning. The new plan, now known as the Vermont Digital Learning Plan, will be on a three-year cycle and will be required to be turned in at the start of each 3 year period.  While some plans in the past were on a different cycle, all will be on the same cycle, meaning there should be a submission from each SU or SD in this next iteration. Some have already passed in plans from the earlier request. To reiterate, plans will be due June 30, 2018. Webinars and other training materials will commence in Fall 2017 to further support this work. The final Digital Learning Plan will be posted around the beginning of October 2017.  We will also be seeking a peer review committee to evaluate submitted plans.

Vermont IDEA Part B Federal Grant Application

The Agency of Education is seeking public comment on the state's annual Vermont Part B Federal grant application, which guides supports and services for students aged 3-22 who have, or are at risk of having, special needs. The annual Vermont Part B Federal grant application is now posted for 60 days for public review. As required, the Agency of Education will be accepting public comments for the 30 days from March 10, 2017 to April 9, 2017.

Rule 5100: Rules Governing the Licensing of Educators and the Preparation of Educational Professionals

The VSBPE is undertaking revisions to the rules that govern the training, licensing and professional standards of teachers and administrators. Specifically, the VSBPE is revising educator competencies and authorizing statement of the following endorsements: 5440-06 Modern and Classical Languages, 5440-65 School Nurse, 5440-65A Associate School Nurse, 5440-30 Driver and Traffic Safety Education. The VSBPE is also revising current rules for Apprenticeship Licenses to support recruitment and retention in the field; and providing clarification to current Rules regarding provisional licenses, professional learning and definition of terms.

SPDG Stakeholders Input Meeting

The Vermont Agency of Education is in the process of collecting needs assessment information from key stakeholders to inform the next round of State Personnel Development Grant (SPDG) funding to begin proposal writing this fall. You have been invited to participate in one of 4 stakeholder input meetings to be held on August 31, 2016 at the Hilton Burlington Hotel in Burlington and September 28, 2016 at the Killington Mountain Lodge (formally known as the Inn of the Six Mountains) in Killington. Each day, there will be two input meeting times from which to choose: 9:00-11:30 a.m. or 1:00-3:30 p.m. Please take a moment to complete the RSVP survey, so we can plan on attendance and ensure that key stakeholders have an opportunity to provide input to the SPDG team.

At each meeting, we will share the AOE vision for the next grant cycle and then collect your thoughts, comments and questions as we move to the next step in developing the program design.
