State Board of Education's Manual of Rules and Practices, the Vermont Agency of Education has divided the rules manual into sections that are more manageable

Special Education **NOTE: A Special Education Guide (containing special education rule 2360 and other pertinent State Board of Education rules related to special education) is available at the bottom of the page. The Guide also contains a table of contents and an index for reference purposes.
Use of Restraint & Seclusion in Schools State Board Rule 4500, The Use of Restraint and Seclusion in Vermont Schools, went into effect on August 15, 2011. Schools will have until September 30, 2011 to meet the training requirements of this new rule. The Vermont Agency of Education is currently creating a list of recommended training programs as well as sample report forms for meeting the reporting requirements in the rule.

Licensing
Regulations
The regulations governing the licensing of educators and the preparation of education professionals (Sections 5100-5900) are no longer part of the State Board of Education Manual of Rules and Practices. These rules now are under the purview of the Vermont Standards Board for Professional Educators (VSBPE). NOTE: When this change occurred, Rule 5436 Audiologists and Speech Language Pathologists, was not included. Use the link above to view the revised document reflecting the inclusion of section 5436.

NOTE: This rule series has been updated to include the new rules required by 23 V.S.A. §1282(f) for School Bus Idling. The bus idling rules are 6001-6005 and are effective as of May 1, 2008.
