EXECUTIVE SUMMARY FOR THE SCHOOL YEAR 2004-2005
   
 

Average Daily Membership (ADM) is a count of resident and state-placed students who receive an elementary and secondary education at public expense. Resident students are counted during the first 40 days of the current school year, while state-place students are counted for the final 135 days of the previous school year and the first 40 days of the current school year.

The figures provided in this report reflect the data received at the Vermont Agency of Education on or before December 1, 2004.

   
TERMS
   
 

Elementary: Average daily membership of elementary students includes those in Early Education programs, PreKindergarten, Kindergarten, 1st through 6th grades, and Elementary Ungraded classes.

Secondary: Average daily membership of secondary students includes those in grades 7-12 and Secondary Ungraded classes, as well as Adult without Diploma.

Ungraded Students: Elementary or secondary students in any education program not organized on the basis of standard grade designations. This includes regular and special classes for exceptional students with no grade designation.

State-placed Student:

  • A student who has been placed in a school district other than the district of residence of the pupil's parent, parents, or guardian or in an approved residential facility by a Vermont state agency, a Vermont licensed child placement agency, a designated community mental health agency, or any other agency as defined by the commissioner; OR

  • A student 18 years of age or older, living in a community residence as a result of placement by a Vermont state agency, a Vermont licensed child placement agency, a designated community mental health agency, and whose costs are paid for in whole or in part by one of these agencies and resides in a school district other than the district of the pupil's parent or parents; OR

  • A pregnant or postpartum pupil attending school at an approved education program in a residential facility or outside the school district of residence.
