  Table 1 (below) provides the statewide summary of Vermont Public School enrollment numbers by grade, gender, and ethnicity (membership count of students as of October 1, 1999).

Statewide summary of Vermont Public School enrollment numbers by grade, gender, and ethnicity. Total Vermont enrollment for FY00 is 104,559 students. Males and Females across all ethnic categories are almost equally divided in enrollment numbers with 54,023 males and 50,536 females. FY00 ethnic enrollment for categories "Black", "Hispanic", "American Indian or Alaskan Native", "Asian" and "Hawaiian or Pacific Islander" is 3,302. The category for "White" students comprises the bulk of the student population with total of 101,257.

  Table 2 presents a twenty-four year historical record of enrollment numbers for Vermont elementary and secondary public schools and the five independent secondary schools acting as public.

Enrollment numbers peaked in FY78, then declined for seven years. Beginning in FY86 enrollment numbers began increasing again, peaking in FY97. During this twelve year period the Compounded Annual Growth Rate (CAGR) was 1.4%. Since FY97 enrollment has been decreasing at a CAGR of 0.56%.

  Figure 1 graphically presents a twenty-four year trend of Vermont elementary and secondary enrollment numbers.

Elementary enrollment numbers were highest in FY77 with 62,332 students, falling to a low of 47,411 in FY84. From FY84 to FY96 elementary numbers rose at a CAGR of 8.1%. Since FY96 elementary numbers have been declining at a CAGR of 1.6%. In FY00 elementary enrollment decreased 1.35% (770 students) from the FY99 count.

Historically Vermont secondary public enrollment numbers have remained significantly lower than the elementary numbers. Peak secondary enrollment occurred during FY80 with 49,309 students from both public and independent secondary acting as public schools. A decline in the public secondary enrollment took place from FY81 to FY91, while secondary numbers from the five independent secondary schools acting as public schools remained relatively constant at around 3,000 students. From FY91 to FY99 secondary enrollment has been increasing at a CAGR of 1.9%. In FY00 secondary enrollment increased by 0.4% (209 students) from the FY99 count.

  Enrollment reported amongst all minorities in Vermont has risen substantially over the last twenty-four years. The ethnic categories of "Black", "American Indian/Alaskan", "Asian/Pacific Islander" and "Hispanic" represent a total enrollment number of 3,302 or 3.16% of Vermont's 104,559 public school enrollment population.

  Figure 2 presents a twenty-four year history of Vermont ethnic enrollment for the school years FY77 to FY00.

The enrollment data for "White" students were not included in Figure 2 to improve the graphic representation of low minority enrollment in Vermont public schools. Over the twenty-four year period the largest growth in public school ethnic enrollment has been reported in the "American Indian/Alaskan" category with a Compounded Annual Growth Rate (CAGR) of 9.78%, followed by "Asian" with a CAGR of 8.9%. Black and Hispanic each have a CAGR of 6.78% and 7.79% respectively. The growth in the "American Indian/Alaskan" category can probably be attributed to more accurate and comprehensive reporting methodology. The growth in this category has slowed down since FY88 when there was an increase of 79.2% over the FY86 number (the information was not collected in FY87). The growth in the other categories may be due in part to immigration into the state and not higher birth rates in these ethnic groups. From FY94 to FY00 the category with the highest CAGR is "Hispanic" at 8.65%, followed by "Black" at 5.95% and "Asian" at 5.0%. "American Indian/Alaskan" has a decreasing CAGR (-2.2%) over the same six year period.
