FY 2002 PUBLIC SCHOOL ENROLLMENT REPORT

* Elementary includes grades K-6, EEE, Preschool/Prekindergarten, and Elementary Ungraded. Secondary includes grades 7-12, Adult Without Diploma, Post Graduate, Adult With Diploma, and Secondary Ungraded.

** Please note that for School Year 1997-98, Bellows Free Academy of St. Albans also included 25 in Preschool.

Figure 1 graphically presents a twenty-six year trend of Vermont elementary and secondary enrollment numbers.

Elementary enrollment numbers were highest in FY77 with 62,332 students, falling to a low of 47,411 in FY84. From FY84 to FY96 elementary numbers rose at a CAGR of 8.1%. Since FY96 elementary numbers have been declining at a CAGR of 1.96%. In FY02 elementary enrollment decreased 2.33% (1266 students) from the FY01 count.

Historically Vermont secondary public enrollment numbers have remained significantly lower than the elementary numbers. Peak secondary enrollment occurred during FY80 with 49,309 students from both public and independent secondary acting as public schools. A decline in the public secondary enrollment took place from FY81 to FY91, while secondary numbers from the five independent secondary schools acting as public schools, remained relatively constant at around 3,000 students. From FY91 to FY02 secondary enrollment has been increasing at a CAGR of 1.37%. In FY02 secondary enrollment increased by 0.63% (26 students) from the FY01 count.

**   Due to date entry errors, data for the category "American Indian/Alaskan" for the years FY84 and FY85 have been restated.

*** Beginning FY 2000, enrollment in ethnic categories, "Asian" and "Hawaiian/Pacific Islander" were collected separately. The data are summed together in this table to allow comparison with previous years.

Figure 2 presents a twenty-six year history of Vermont ethnic enrollment for the school years FY 77 to FY02.

The enrollment data for "White" students were not included in Figure 2 to improve the graphic representation of low minority enrollment in Vermont public schools. Over the twenty-six year period the largest growth in public school ethnic enrollment has been reported in the "Hispanic" category with a Compounded Annual Growth Rate (CAGR) of 10.26%, followed by "Asian" with a CAGR of 9.58%. "Native American Indian" and "Black" each have a CAGR of 9.32% and 7.05% respectively. The growth in the "American Indian/Alaskan" category can probably be attributed to more accurate and comprehensive reporting methodology. The growth in this category has slowed down since FY88 when there was an increase of 79.2% over the FY86 number (the information was not collected in FY87). The growth in the other categories may be due in part to immigration into the state and not higher birth rates in these ethnic groups. From FY94 to FY02 the category with the highest CAGR is "Hispanic" at 16.14%, followed by "Asian" at 7.85% and "Black" at 6.71%. "American Indian/Alaskan" has a decreasing CAGR (-1.08%) over the same eight-year period. Starting in FY01 "Hispanic" was reported as an ethnicity rather than a racial category. The large increase in the "Hispanic" category is due in part to an increase in awareness of the new reporting method.

Table 6 presents a five year comparison of enrollment numbers and compounded annual growth rates (CAGR) in each public school and any area programs operated by the supervisory unions/districts for school years 1997-98 through 2001-2002.
