School Improvement Grant Resources
The School Improvement Grants (SIG) program is authorized by the Elementary and Secondary Education Act of 1965 (ESEA). The grants are given to states for the purpose of providing assistance for school improvement through grants for Local Education Agencies (LEAs), or districts. The state must “give priority to the LEAs with the lowest-achieving schools that demonstrate — (A) the greatest need for such funds; and (B) the strongest commitment to ensuring that such funds are used to provide adequate resources to enable the lowest-achieving schools to meet the goals under school and local educational improvement, corrective action, and restructuring plans under section 1116.” |

State & LEA Progress Reports for Title I Schools
The average statewide school gain between the 2009 AYP index and the 2010 AYP index is calculated for the "all students" category and for each student subgroup. All Title I identified schools in the district (as of 2009-2010 SY) have been measured against the statewide school average for the “all student” group and for any subgroup for which an AYP decision is made at the school level in reading and/or mathematics. Progress for a school is defined as meeting or exceeding the average statewide school gain in the AYP index from the 2009 to the 2010 decision. The number and percentage of schools that meet or exceed the average statewide school gain is reported for each Accountability LEA (town or union school district). |

Vermont Teacher and Principal Evaluation Survey: State and School Level Results (Updated 12/13/10)
Principals and superintendents were surveyed in December 2009 regarding their teacher and principal evaluation practices respectively. Much of the information gathered in this survey was required as a condition of the state’s acceptance of federal stimulus funds. However, additional questions were asked in order to gain as complete a picture as possible of the current state of teacher and principal evaluation practices in Vermont. Because the data gathered was required, the department received a 100% response rate which means teacher evaluation surveys were completed for all 308 schools by principals and principal evaluation surveys were completed by all 61 superintendents.

State Fiscal Stabilization Fund (SFSF) Application (Phase II)
The State Fiscal Stabilization Fund (SFSF or Stabilization) program provides approximately $48.6 billion in formula grants to States to help stabilize State and local budgets in order to minimize and avoid reductions in education and other essential services, in exchange for a State’s commitment to advance essential education reform in key areas. Approximately $11.5 billion will be awarded under SFSF Phase II (through this application).

ARRA State Fiscal Stabilization Fund (SFSF): FY 2010 ARRA Allocation ESTIMATES (July 29, 2009)
The application submitted by the State of Vermont for its share of the State Fiscal Stabilization Fund (SFSF) has been accepted. Vermont has been awarded $77,150,071 to allocate to school districts over fiscal years 2010 and 2011, with half being available each year. Be advised these funds are not additional funds but will be disbursed as part of education spending as approved in district budgets. Education funding will be provided by two separate funding streams: from the Education Fund as revenue code 3110 and from ARRA funds as revenue code 4110. Guidance on how school districts may apply for their share of funds will also be available at a later date.
FY2010 ARRA funds to a school district will be allocated based on the same percentage as a district’s education spending is to total education spending for FY2010. The department cannot calculate final ARRA figures for school districts until all final budgets are in. NOTE: Unorganized towns and gores will not be receiving any ARRA funds.
Use the link above to view a PDF version of the estimated amounts school districts will receive in ARRA funding to support education spending for FY2010, representing the first half of ARRA funding. These numbers are estimates and will change, plus or minus. Estimates of FY2010 education spending were made for a school district without an approved budget. Again, these figures are estimates only and will change once all data are in. The estimates are also available as an Excel file using the link below.

State Fiscal Stabilization Fund (SFSF)
The SFSF program is a new one-time appropriation of $53.6 billion under the ARRA 2009. These funds are largely at the governor's discretion.
- School Modernization
Funds from the State Fiscal Stabilization Fund in Division A of the ARRA 2009 may be used "for modernization, renovation, or repair of public school facilities and institutions of higher education facilities" [page 166, Sec. 14002(b)]. These funds are at the governor's discretion. The School Construction Tax Credits in Division B of the ARRA - also cited as the American Recovery and Reinvestment Tax Act of 2009 (ARRTA) - may be used for "the construction, rehabilitation, or repair of a public school facility, or for the acquisition of land on which such a facility is to be constructed" [page 166, Sec. 14002(b)].
