As a result of each legislative session, the Vermont Department of Education is charged with various reporting requirements. This page offers the final reports that are due based on the first year of the 2007-2008 legislative biennium as well as other required annual reports from previous legislative sessions. Section 294 of Act 65 directs the Commissioner of Education to consult with various parties regarding the recruitment of ethnically diverse teachers. This report includes a proposal, authored by Dr. Bud Myers of the University of Vermont, for a study which the group recommended to use to address this issue.

Through Section 21 of Act 66 of 2007, the Department of Education was charged with making “recommendations concerning a process by which the state could develop a statewide, managed network offering shared, high-quality distance learning opportunities to all Vermont schools through accredited, online course offerings from nationally recognized distance learning schools and through Vermont-based distance learning courses."

Pursuant to Act 66, section 22 of the 2007 Legislative Session, the Commissioner of Education is required to report on information gathered from teen parent education programs and recommend future legislation.

Act 82, Section 10 of the 2007 Legislature amended existing provisions in 16 VSA § 2974 related to requirements for districts whose special education formula spending exceeds 120 percent of the state average. Under the new provisions, “the commissioner and department staff shall assist the high spending districts, who have been identified in subsection (a) of this section and have not presented an explanation for their spending that is satisfactory to the commissioner, to identify reasonable alternatives and to develop a remediation plan. Development of the remediation plan shall include an on-site review. The district shall have two years to make progress on the remediation plan. At the conclusion of the two years or earlier, the district shall report its progress on the remediation plan.”

Section 14 of Act 82 of the Acts of 2007 requires a study of the operational effectiveness and efficiency of the Department of Education. The Act calls for the creation of a committee to select an independent individual or entity to conduct the study.

This report expresses the views of the Department of Education after conducting research and consulting with others as prescribed in the law. Section 18 of Act 82 of the 2007 legislative session required the commissioner of education, in consultation with others, to study the financial management of school districts. This report describes what the Department of Education learned and recommends.
   
 

Act 82. Section 19 Education Quality and Cost Control: Education Governance
Section 19 of Act 82 of the Acts of 2007 directs that: “On or before December 1, 2007, the commissioner shall submit a report to the house and senate committees on education that describes insights obtained from the recently concluded public engagement process. The report shall consider other governance models and shall also outline any proposals the commissioner wishes to make for restructuring governance in Vermont, which shall include proposals to provide financial incentives for consolidation.” The act also requires that the commissioner request recommendations on this topic from the Vermont Superintendents Association, the Vermont School Boards Association and the Vermont National Education Association.   2008 Report on Act 60 of 1997: Equal Educational Opportunity: Measuring Equity
In 1997, the Legislature passed Act 60, or the Equal Education Opportunity Act (EEOA). By design, the EEOA was phased in over a four-year period, with the 2000-2001 school year marking the first full year of implementation. V.S.A. 16§164(18) requires a report on the Equal Education Opportunity Act every five years beginning in the year 2000. The 2001 report was the first EEOA evaluation required and laid the groundwork for this 2007 report. This report was delayed a year due to data quality issues.   2008 Report on Act 117 of 2000: An Act to Strengthen the Capacity of Vermont's Education System to Meet the Educational Needs of All Vermont Students
This 2008 report to the House and Senate Committees on Education updates activities and achievements aimed at meeting the goals and benchmarks of Act 117 of 2000 since January 2004.
   
  2008 Report on Act 150 of 2000 An Act Relating to Public School Choice in Grades 9-12
This document provides information on how schools have implemented Act 150, Public High School Choice, and the extent to which students have participated, focusing chiefly on the current school year, 2007-2008, and providing comparative participation data for earlier years. The report supplements the quantitative information about students who sought to take part in school choice during the first five years of the law's implementation.
   
  2008 Report on Act 176 of 2006: The High School Completion Program
The High School Completion Program, established by Act 176 of 2006, experienced first year (FY07) success as measured by participation rates, completion rates and its impact on the adult education system and high school partners.

  Report to the Legislature to Address Services for Individuals with Autism Spectrum Disorders (January 2008)
This report to the Legislature is a collaboration of the Agency of Human Services and the Department of Education. It is the direct result of Act 35 signed by the Governor in May 2007. The report includes findings and recommendations divided into: Best Practices; Identification and Diagnosis; Early Intervention; Coordination of Services; Access to Information; Training and Workforce Development; Technical Assistance and Consultation; Education Services, Adult Services; and Funding.
