NO CHILD LEFT BEHIND ACT (NCLBA) OF 2001
SUPPLEMENTAL EDUCATIONAL SERVICES (SES)

The No Child Left Behind Act (NCLBA) requires Title I schools that have not made adequate yearly progress (AYP) for three or more years to offer additional services outside the regular school day for eligible students. These supplemental educational services are designed to increase the academic achievement of students in schools in the second year of improvement, in corrective action, or in restructuring. The services, such as tutoring, are in addition to instruction provided during the school day. Supplemental educational services must be consistent with the content and instruction used by the school and be aligned with Vermont’s Framework of Standards and the Grade Expectations (GEs).

The No Child Left Behind Act requires Title I schools that have not made adequate yearly progress (AYP) for three or more years to offer additional services, such as tutoring outside the regular school day, to eligible students. This document lists the providers who have been approved by the Commissioner to deliver these services. The list is reviewed and updated annually. NOTE: This year, two new categories have been added to the list. The first new one tells you if the provider can provide services to Students with Disabilities and/or English Language Learners. The second, "Evidence of Effectiveness", describes the effectiveness of the provider's program, as reported by the provider, in increasing student performance.

Starting with the 2009-10 school year, there have been changes in the SES requirements that the LEA is responsible for. This document is a summary of the revised LEA responsibilities for SES and contains a link to the SES Non-Regulatory Guidance. The summary includes sections on:
  • Identifying Eligible Students,
  • Maximum Per Pupil Amount,
  • Providing Information to Parents,
  • Arranging for SES,
  • Monitoring of SES Program, and
  • Funding for SES.

This document provides the following SES information for the 2009-2010 school year:
  • Names of the schools required to offer SES,
  • Supervisory unions’/school districts’ total Title I, Part A allocation,
  • The 20% set aside figure for SES and Choice related transportation, and
  • The per pupil amount which is the maximum amount the supervisory union/school district is required to spend for each child receiving SES.

This January 14, 2009 guidance updates and expands upon the former supplemental educational services (SES) guidance released by U.S. Department of Education on June 13, 2005 and represents the current thinking on SES requirements. It is written in a question and answer format and includes a number of new and modified questions that address issues related to SES. Responses to other questions have been revised to make them clearer. NOTE: Clicking this link will open a Microsoft Word document on the U.S. Department of Education's Web site.
