There are three types of temporary licenses offered through the Vermont Department of Education; provisional, emergency and apprenticeship licenses.
Provisional and Emergency Licenses
Provisional and emergency licenses are temporary licenses designed to assist districts that have advertised and are unable to fill vacant positions with suitable licensed candidates. NOTE: An educator cannot initiate an application for a provisional or emergency license; only a superintendent may do so.

It is the responsibility of the superintendent to ensure that on the first day of any assignment of duties requiring licensure under these rules, each educator has a valid license, an appropriate endorsement, and any other applicable license or credential for the educator's assigned duties, and to ensure that the license and endorsement, as well as any other applicable licenses or credentials, are maintained throughout the assignment. Failure to do so may subject the superintendent to the discipline under provisions of Chapter 51 of Title 16. Use the link above to view additional information regarding provisional licenses.
Apprenticeship License
An apprenticeship license is a three year temporary license issued to unlicensed educators employed in a Vermont technical center in a technical professional or trades and industry endorsement. Requirements include a Technical Professional Development Plan approved by the Director of The Mentor Program for Career and Technical Educators, Office of Professional Development at Vermont Technical College. Requests for apprenticeship licenses are initiated by the director of a career and technical center.
