This document provides information on requirements for local school districts to publish annual school reports and other information that must or should be included in school handbooks or other documents. It includes the statutory and regulatory source and whether the underlying legal requirement directs a particular format. The list will be reviewed annually and updated or supplemented as needed.   Alternative Education Programs and Schools in Vermont
This research report was conducted in response to a legislative request for a study on alternative schools in Vermont. The report focuses on the national literature on alternative learning environments and explores the characteristics of Vermont's alternative programs, including organizational structures, cost factors, relationship to state quality standards, and learning opportunities for students.
   
Equal Educational Opportunity Act (Act 60): Measuring Equity Report 2008
In 1997, the Legislature passed Act 60, or the Equal Education Opportunity Act (EEOA). By design, the EEOA was phased in over a four-year period, with the 2000-2001 school year marking the first full year of implementation. V.S.A. 16§164(18) requires a report on the Equal Education Opportunity Act every five years beginning in the year 2000. The 2001 report was the first EEOA evaluation required and laid the groundwork for this 2007 report. This report was delayed a year due to data quality issues.
   
 

Governance of Education in Vermont (1777-2006)PDF
This white paper, meant to stimulate a year-long discussion, outlined a proposal for changing the governance model of the education system in Vermont. It addressed several concerns about education in Vermont, including the cost and quality of education, stagnant student enrollment and a short supply of school leader candidates.

  High Schools on the Move: Renewing Vermont's Commitment to Quality Secondary Education   PDF
In 1999, the State Board of Education charged the Agency of Education to convene a task force to address critical issues facing Vermont's secondary schools. This document, based on the work of the task force, presented a vision for high school renewal and innovation in the state. It served as a call to action and a toolkit to help educators and communities chart their own courses for secondary school change.

This document is an annual reminder of the duties of educators to report abuse and neglect of children and vulnerable adults, and to report educator misconduct that could result in suspension or revocation of educator licenses.   Racial Harassment in Vermont Public Schools: A Progress Report (2003) (PDF) OSL 
This report, produced by the Vermont Advisory Committee to the United States Civil Rights Commission, is a follow-up to the original report released in 1999. The purpose of this progress report is to "(1) inform the public, state officials, and civil rights advocates of the continuing problem of racism in Vermont; (2) identify current efforts to address racial harassment and racism in the state; and (3) identify successful exemplary programs and their components that could be replicated and expanded."
   
  A Review of Vermont Education Expenditures from FY96 to FY01
Based on data reported to the Agency of Education between FY96 and FY01, this study characterizes the resources purchased with Vermont's education dollars and isolates a few categories of spending that are growing faster than average. In addition, the report includes an initial attempt to identify changes in spending related to the Equal Educational Opportunities Act (Act 60).
   
 

Roots of Success: Effective Practices in Vermont Schools PDF
The Vermont Agency of Education, with the help of an advisory panel representing K-12 schools and higher education, studied what it takes for schools—and therefore students, particularly low-income students,—to succeed. A combination of quantitative and qualitative research methods was employed to identify the characteristics common to effective schools. Through a large-scale survey of more than 2000 Vermont teachers in 87 schools across the state as well as intensive site visits to three schools that are “beating the odds” (schools whose Reading and Mathematics scores on state assessments defy expectations and exceed those of other schools with similar demographics), the panel discovered a set of attitudes and beliefs as well as specific school practices that are associated with student, particularly low-income, success. These characteristics form the foundation for school effectiveness and are essential to ensuring that all children, regardless of background or socioeconomic status, reach their full potential. Vermont State Board of Education Manual of Rules and Practices
The governing regulations describing the powers and duties of the board include: the licensing and qualification of all public school personnel; attendance and records of attendance of all pupils; standards for student performance; adult basic education programs; approval of independent schools; disbursement of funds; and equal access for all Vermont students to a quality education.
