In
June 2003, the U.S. Department of Education approved required revisions to Vermont's
School Accountability System Based on Student Performance. The 2002 baseline reports
applied the expectations and criteria required by the No Child Left Behind Act of
2001 (NCLBA) to the combined 2001 and 2002 state assessment results but made no Adequate
Yearly Progress (AYP) determinations. The 2003 Adequate Yearly Progress Report made
accountability determinations based on the 2002 and 2003 state assessments for all
Vermont public schools.
As of July 2004, Act 114 changed the definition of local educational agency (LEA)
for accountability purposes from the supervisory union/district to the town or union
school district. AYP decisions were made in 2003 only for those single districts
that were an LEA under both the prior and the current definitions. Beginning in 2004, AYP decisions
affect all school districts.
