  Passed by the Legislature in 2000, Act 117 is designed to increase the capacity of the educational system to meet the needs of more students outside of special education while curbing special education cost increases. Act 117 focuses on increased use of cost-effective practices and more consistent operation of special education programs throughout the state and in accordance with state and federal requirements while continuing to meet the needs of all students. The department provides technical assistance, support and training to schools and monitors and audits special education programs in all supervisory unions/districts.

Under Act 117, the department has partnered with higher education — the University of Vermont, state colleges and private institutions — to increase the number of licensed special educators in the state. The program includes financial incentives and is focused in areas of the state not currently served by colleges.

Act 117 of 2000 requires the department to identify the most effective organizational, instructional, and procedural practices and disseminate information regarding those practices throughout the state. This document represents the first effort at highlighting effective practices in instruction currently in use in Vermont schools. The focus of this document is on reading, given its obvious importance and the emphasis on scientifically based reading programs in No Child Left Behind, Reading First and others.
