The goal of adult education and literacy programs is to provide opportunities for adult learners to transition to a better place in their family, work and community life: by getting a high school credential or diploma, preparing for college, or sharpening skills for current or advanced employment. Programs are student-centered, placing the learner at the center of their own education setting goals and meeting them with guidance, support and academic rigor from our trained and talented staff. Professional Development
The Vermont Department of Education and Learning Works, the Vermont Adult Education and Literacy System, believes and actively supports the professional growth and training of all staff in the field. Training directly supports the needs and interests of teachers and support staff and is designed to strengthen teacher practice so that adult learners get the most out of their learning experiences and ultimately achieve better results.
Learning Works provides a program of regularly scheduled trainings and workshops, in addition to ongoing support and applied learning opportunities; including a teacher mentor program, workshops in series, sharing groups and more.

Data Works Database
Data Works is a WEB-based relational database for adult learners who participate in our various services, and is used by all Vermont Adult Education & Literacy service providers. This newest version of the management information system went on line in September 2005 and is based on the earlier database “VAEIS”. Staff may enter data, view reports and documentation and email questions or problems to department MIS support staff.

Equipped for the Future (EFF) Standards
The Department of Education and the adult education and literacy providers have adopted EFF as the primary framework for standards, student goal-setting, curriculum, instruction and assessment. The EFF framework aligns with Vermont’s collective philosophy and vision for how education can support adult learners to function in their roles as workers, citizens and family members.

High School Completion (Act 176) (Updated 2/14/08)
The purpose of the high school completion program is to provide out of school youth, ages 16-21 inclusive, with educational services of the scope and rigor needed for the attainment of a local high school diploma. Individual graduation plans are designed to offer young dropouts engaging and effective learning opportunities that fit the personal needs and interests of each student. These learning opportunities can be provided by a wide range of organizations – local high schools, Adult Education & Literacy providers, and community agencies that offer educational services such as community action programs, parent/child centers, teen parent programs, technical training programs, homeless programs, youth employment programs and private schools.

The High School Completion Program, established by Act 176 of 2006, experienced first year (FY07) success as measured by participation rates, completion rates and its impact on the adult education system and high school partners.

High School Completion Program (HSCP) Guidelines (August 2006)
Act 176, the High School Completion Program, provides out-of-school youth ages 16-21 with educational services of the scope and rigor needed for the attainment of a high school diploma. Each student enrolled in HSCP will have an individualized graduation education plan (GEP).
