The Portfolio Assessment of Alternate Grade Expectations (PAAGE) is the Vermont State assessment of the general curriculum at an alternate achievement standard. Like the NECAP grade level tests, the PAAGE is a standards-based evaluation of a student’s learning over the course of the school year in three content areas: Communication (Reading/Writing), Problem Solving (Math), and Inquiry (Science). It is designed to measure sustainable learning on selected outcomes for students with multiple complex disabilities, in a way that is valid and reliable.

Alternate assessment program staff have developed specific forms in order to assist IEP teams with alternate assessment decisions for students. Each form is listed below and can be downloaded individually by clicking on the title.

  The following new forms for PAAGE 2007-2008 were introduced to the field during the regional trainings on September 24-26, 2007. These documents can be viewed in the context of the PowerPoint presentation included above.

This form is required for Department of Education approval of all alternate assessments for inclusion in the school accountability index. In order to be considered for approval, this form must be completed accurately and accompanied by the most current student plan. Student plans must include levels of performance. NOTE: This form was due NOVEMBER 15, 2007.

This document (formerly the PAAGE Coversheet) reflects the organization and new expectations for the 2007-2008 alternate assessment. The Table specifies the components that must be included in the portfolio for it to be scoreable. This form is required and should immediately follow the narrative letter.

This single page document serves as a coversheet and should be attached directly to the Reference/Evaluation Procedures forms for each of the content areas being assessed with the alternate assessment. This document includes a student information section, a declaration of the basis for the selection of assessment outcomes, and an indication of the content areas being assessed.

This form accompanies the Declaration Coversheet when it is submitted on November 15. A separate REP form is required for each of the content areas being assessed. These forms define the planning team’s assessment intentions including the identification of specific IEP goal/objective, the observable behavior, the evaluation tool, and the anticipated raters/data collectors and settings. These forms will be kept on file at the department and inserted in portfolios when they are submitted.

This form is used to explicitly document student progress and associated data driven decisions made by the planning team across the school year. Teams identify the specific baseline, midline, and endline data samples that have been attached and discussed in the "Analysis/Interpretation" sections of this form. Any "At-A-Glance" summaries should also be attached to this form.

This document describes the responsibilities of the building principal with respect to the authenticity, validity, and confidentiality of the alternate assessment. This form requires the principal’s signature and should be included with the completed portfolio when it is submitted to the Department of Education.
   
  Student Achievement Rating Form (W)Clicking this link will open an Excel spreadsheet.
This form is the official score sheet for PAAGE 2007-2008. Local scoring of the PAAGE is optional this year. Only those scores submitted by teachers who attended the April 2008 workshops (see PowerPoint) will be accepted as valid. The information collected from this year’s student achievement rating will be used to further develop the training and reliability of the local first score for next year.

This PDF of a Power Point Presentation was delivered to four regional audiences to clarify the PAAGE expectations for 2007-2008 and to qualify workshop participants to evaluate and provide Student Achievement Ratings for the alternate assessment. This document is 2.6MB.

   
 

Alternate Grade Expectations (AGE)
Collectively, the AGEs represent the learning targets for students with multiple complex disabilities from which teams can select their high priority assessment outcomes. They have recently been revised and redistributed to include science (Inquiry) as a third content area. While the distribution of outcomes will remain intact to ensure the accuracy of the team’s Nov. 15 declaration of the high priority outcome for each content area, some revision in language and coding can be expected in later forms.

This document details the scoring procedures for the alternate assessment for 2007-2008. It serves as the primary reference for scorers at the summer institute and, in conjunction with the Local Scoring Instructions for Completing the Student Achievement Rating Scoresheet for 2007-2008, can be used for generating the local first score.

Used in conjunction with the Step by Step Scoring Procedures for PAAGE 2007-2008 and the Student Achievement Rating Scoresheet, this document defines the scoring procedures specific to the local first score. Including the Student Achievement Rating in the portfolio is optional this year, but highly recommended for team members who have been trained in the spring 2008 PAAGE training.
   
  Valid Primary and Secondary Data Samples (Updated 4/24/08)  
These are the two representations of valid primary and secondary data samples presented in the power point. Each has the four annotated samples and related "Analysis/Interpretation" required for student proficiency. Teams are not limited to these particular formats. Other examples will be be posted as they become available.

This document defines the scoring elements that teams will use to rate student proficiency in the program at the end of the school year. IEP planning teams are required to include an official scan sheet for the Student Achievement Rating when the portfolio is submitted in June. Scan sheets and step by step scoring procedures will be sent to teams who have been approved for alternate assessments.

   
 

Task Challenge Values Tables (Added 4/24/08)
There is a separate Task Challenge Values Table for each of the three grade clusters (Primary, Intermediate, Secondary). These tables define the continuums of the academic and cultural complexity for student opportunities to learn and provide a basis for determining the scoring level for this scoring element.

This document provides a basis for determining the overall Student Achievement Rating (Proficient with Distinction, Proficient, Partially Proficient, Substantially Below Proficient) for the PAAGE. The PAAGE Scoring Rubric is shaded to represent an achievement profile for each of the four scoring levels. Instructions for generating a score using the Overall Score Profile are described in the Local Scoring Instructions for Completing the Student Achievement Rating Scoresheet for 2007-2008 and the Step by Step Scoring Procedures for PAAGE 2007-2008.
