ASSESSMENT:
STATE AND NATIONAL DATA
(Updated 1/31/12)

Established by the State Board of Education in 1996, the Vermont Common Assessment System (CAS) evaluates student performance in the state’s schools, based on Vermont’s Framework of Standards and Learning Opportunities, with the goal of improving teaching and learning. Statewide assessments include:

  • The New England Common Assessment Program (NECAP) mathematics, reading and writing assessments are administered in grades 3-8 and 11 each October. In 2012 the testing dates will be October 1-23 and pickup will occur on October 24.
  • The NECAP science assessment is administered to all students in grades 4, 8 and 11 between May 7-24, 2012 with pickup on May 25.

Student Performance Results on State Alternate Assessments Reported by Subgroups
The No Child Left Behind Act requires Vermont to report alternate assessment student performance annually by subcategories, including gender; major racial/ethnic categories; students with disabilities; economically disadvantaged students; students with limited English proficiency; and migrant students. Reported results are for alternate assessment, valid tests and are only publicly reported when there are more than 10 students in the group. Alternate assessments are Life skills, Stanford Diagnostic, and Out-of-level New Standards Reference Exams (NSREs). Differences in sample sizes among groups are the result of missing demographic data.

NOTE: Schools that did not administer any alternate assessments do not have reports (indicated by N/A).

National Assessment of Educational Progress (NAEP)
Also known as "the Nation's Report Card," NAEP is the only nationally representative and continuing assessment of what America's students know and can do in various subject areas. NAEP does not provide scores for individual students or schools; instead, it offers results regarding subject-matter achievement for populations of students (e.g., fourth-graders) and groups within those populations (e.g., female students, Hispanic students). National and state NAEP results are based on a sample of such student populations.

To view more comprehensive NAEP results (including results from other states) as well as sample test questions and details of the assessment administration, visit http://nces.ed.gov/nationsreportcard/. OSL

  • Additional Information About Vermont NAEP

    • 2011 National Assessment of Educational Progress (NAEP) Inclusion of Special-Needs Students PDF
Inclusion in NAEP of an SD or ELL student is encouraged if that student (a) participated in the NECAP assessment in the subject being tested, and (b) if that student can participate in NAEP with the accommodations NAEP allows. Even if the student did not participate in the NECAP assessment, or if he/she needs accommodations NAEP does not allow, school staff are asked whether that student could participate in NAEP with the allowable accommodations. Use the link above for additional information. For questions about NAEP accommodations, contact Challis Breithaupt,
      NAEP State Coordinator.
    • 2011 National Assessment of Educational Progress (NAEP) School Coordinator Responsibilities
Now is the time for each principal of a school selected for NAEP to appoint a school test coordinator who will be the liaison for all NAEP activities in each school. The site is used to collect information about each school and provide coordinators with documents that can be downloaded and customized throughout the NAEP assessment process. Multiple school staff may register to access the site. To register for MySchool, go to mynaep.com
OSL and complete the form using the registration ID provided by your NAEP State Coordinator. For more information about registration on the MySchool Web site, contact Challis Breithaupt, NAEP State Coordinator.

    • Questions About NAEP?
For more information about NAEP accommodations, registration on the MySchool Web site or other concerns, contact Challis Breithaupt, NAEP State Coordinator, (802) 828-5892 or challis.breithaupt@state.vt.us.
