NEW ENGLAND COMMON ASSESSMENT PROGRAM (NECAP)

OVERVIEW

Since 2005, Vermont students have been participating in the New England Common Assessment Program (NECAP), a series of reading, writing, mathematics and science achievement tests, administered annually, which were developed in collaboration with the Rhode Island and New Hampshire departments of education. The NECAP tests measure students’ academic knowledge and skills relative to the Grade Expectations for Vermont’s Framework of Standards and Learning Opportunities (LINK). Student scores are reported at four levels of academic achievement; Proficient with Distinction, Proficient, Partially Proficient and Substantially Below Proficient. Reading and math are assessed in grades 3-8 and 11, writing is assessed in grades 5, 8 and 11, and science is assessed in grades 4, 8 and 11. The reading, math and writing tests are administered each year in October. The science tests are administered in May.

The Department of Education Standards and Assessment Team is offering three opportunities for professional development for science teachers and educators this summer by participating in the ongoing development of the New England Common Assessment Program (NECAP) Science Assessment. These activities will take place in Providence, Rhode Island from August 12-14. Use the link above for a full explanation of the NECAP Science Standards-Setting, Bias/Sensitivity Review and Item Review trainings and an application. Registration is required.
   
 

NECAP Science Assessment Test Administrators Workshops

The department is recruiting teachers to participate in development of the New England Common Assessment Program’s Assessment. The current round of reviews is scheduled for March 18 and 19. Items proposed for the fall 2008 NECAP Reading, Math NECAP Assessment for grades 3-8 and 11 will be reviewed.

NOTE:
Vermont currently has no representatives for the grade 11 reading review team. Four volunteers are needed. Please help the department solve this dilemma by encouraging appropriate members of your staff to participate in the NECAP item review. Teachers, special educators, administrators and curriculum coordinators with expertise in reading instruction are welcome to participate. All expenses for travel, meals and lodging will be covered by the NECAP project, and reimbursement for the cost of a substitute will be provided.   NECAP Assessment Results   
The New England Common Assessment Program (NECAP) reading, mathematics and writing tests are administered annually during the first three weeks of October. Test results reflect the knowledge and skills (known as Grade Level Expectations) that proficient students should have mastered by the end of the previous school year. Results from NECAP administrations are available for grades 3 through 8 in reading and mathematics, and for grades 5 and 8 in writing. Results are reported for all students, and also for the following student subgroups: gender, major racial/ethnic groups, socio-economic status, special education eligibility, English Language Proficiency and Migrant students.   Practice Tests & Resource Materials
Reading and mathematics practice tests are now available for grades 3 through 8 and grade 11. These practice tests simulate one complete session of testing and include all the item types used on the NECAP tests. The resource materials provide specific information on each practice test item (e.g., item type, GLE assessed, total points and depth of knowledge). For 1, 2 and 4 point constructed response items, samples of student work at each score point level are included.
   
 

NECAP Released Test Items
Each year, 25% or more of the NECAP reading, mathematics and writing test items will be released for professional development, program planning and communication with parents and community. Included are scoring rubrics, student work samples and other support materials. The following released test items are available:

   
 

NECAP Manuals & Workshop Materials for 2007
These documents outline all of the steps to be followed before, during, and after test administration. Understanding of and compliance with each of these steps is vital for a successful NECAP administration. Coordinator materials used at the NECAP roll-out meetings that were held the first two weeks of September will be available shortly.

The NECAP Science Coordinator Manual and the NECAP Science Administration Manuals for grades 4, 8 and 11 are available below. These manuals contain the instructions and checklists for school personnel who facilitated and coordinated the NECAP science pilot assessment from May 14-24, 2007. The explanatory workshop material is also available as both a PowerPoint Presentation and a PDF download.

NECAP Tip Sheets
The NECAP Tip Sheets will help teachers prepare students in grades 3-8 for the NECAP testing. The tip sheets cover important terms that may be new to some students, as well as information on using “bubble sheets” and the math assessment “tool kit.” Special tips for the grades 5 and 8 writing test are also provided.

   
 

Hundreds Table and Multiplication Chart
Students in grades 3 through 8 will be permitted to use 100s charts and multiplication charts during NECAP mathematics testing. However, they must use the “official” NECAP support materials, which may be downloaded below:
