Act 62 was signed into law in 2007. It reaffirms a long-standing practice of state and local support for publicly-funded prekindergarten education for 3-5 year old children by schools and private programs. While not a mandatory program for towns or children, it allows interested communities to provide limited early education services in quality settings. The Act places new requirements on participating programs for quality, funding, and accountability. Rules developed jointly by the Department of Education and Department for Children and Families assure greater coordination and collaboration across state agencies insofar as prekindergarten education is concerned. The State Board of Education will adopt rules concerning the administration of prekindergarten education services and a report on its efficacy will be submitted to the Vermont Legislature in 2010 with additional information and recommendations. |

Guide for Implementing Prekindergarten Education in Accordance with Act 62 and Related Rules (DRAFT) (Added 5/15/08)
The draft Guide for Implementing Prekindergarten Education in Accordance with Act 62 is a technical assistance document to help school districts and their private prekindergarten education partners come into compliance with Act 62. The guide is aligned with the original statute, subsequent technical corrections to the statute passed by the Legislature this spring, and the proposed rules for Act 62 which go into effect on July 1, 2008. It also was informed by questions and comments received over the past year and through formal public comments during the rulemaking process.
- Vermont Interactive Television (VIT) Question & Answer Session
The Guide will be discussed at a Vermont Interactive Television (VIT) question and answer session on Act 62 on Friday, May 23 from 9:30 - 11:30 a.m. and is hosted by the Department of Education and the Department for Children and Families. The VIT sites are: Newport, Williston, Montpelier, White River Junction, Rutland and Brattleboro. Everyone is invited and encouraged to participate. Act 62: An Act Relating to Prekindergarten Education

- Update: Proposed Rules for Act 62
Act 62 requires the Department of Education and Department for Children and Families to jointly develop rules to guide the implementation of Act 62. Proposed rules were developed and available for public comment between January 21 and February 29, 2008. Comments received are being reviewed to suggest possible revisions to the rules. The Vermont State Board of Education (SBE) will review and discuss the proposed rules at their April 8 meeting before voting on them the following month. Pending SBE approval, the rules are submitted to the Legislative Committee on Administrative Rules for final review and approval in June. Rules are scheduled to take effect on July 1, 2008.

Information Fact Sheets for Parents, Schools & Private Providers
Act 62 was signed into law in 2007. Although rules are currently under development, other provisions of the law took effect on July 1, 2007. Informational sheets have been prepared for parents, schools and private early education providers to help them understand and plan for prekindergarten services offered by or through public schools.
