The department's Educational Technology program works in close partnership with organizations across the state, including Vita-Learn, 21st Century Classrooms, and the regional ESA's to provide leadership in policy matters and to coordinate a diverse array of grant and educational technology initiatives, including technology planning, distance learning and technology leadership.

ARRA: Commissioner's Letter Regarding
Broadband Technology Opportunities Program
(Added 6/24/09)

This letter from Commissioner Armando Vilaseca (link below) is intended for superintendents who wish to place their schools on the priority list for broadband access as described therein. A consortium of Vermont government agencies (Department of Education, State of Vermont, and the Vermont Telecommunications Authority in conjunction with the Office of Economic Recovery) are putting forth a proposal for stimulus funds that address broadband issues across the state. This letter outlines those plans and also contains a "letter of intent" that superintendents can sign and return to place their SU on the priority listing for joining this effort. NOTE: This "letter of intent" is non-binding and simply assures the SU a seat at the table when the details are ironed out. We look forward to receiving this letter from as many supervisory unions as possible by July 15.

   
 

ARRA: Title IID Federal Funding Opportunities
The following grant applications are specific to the stimulus or ARRA funding that the department receives from Title IID. These grants are available to a range of entities from classroom teachers to groups working with state-wide audiences. Grants will be posted as they come available over the next 3-4 months.

Updated 5/11/09: Use this link to view a table of figures that represent ANTICIPATED allocations in Title IID funds for FY 2010, which will come on July 1, 2009. ARRA funds are also indicated here and as of May 6, the Vermont Department of Education has been notified that July 1 is the ARRA date on Title IID as well. Originally, it was reported that Title IID ARRA funds would have a shorter "life span" than regular allocation monies. That has been updated and ARRA funds under Title IID are 27 month funds, expiring in September of 2011. These numbers should be used for planning purposes only, as they may change between now and when they are received by the LEA. NOTE: These represent two separate allocations of federal dollars and will be tracked separately as well. Also note that ARRA funds are a ONE TIME allocation. When planning, make sure to plan for activities that can be later sustained with other funding sources. For questions pertaining to Title II, contact Peter Drescher.
   
 

Statewide Managed Network Consortium for 2009-2010 Request for Proposal
This request for proposal seeks an individual or entity to lead and coordinate a statewide consortium of schools and supervisory unions that will make up the membership of a statewide managed network for Internet access. There are three major areas where this entity or individual will play a crucial role: developing a statewide coordinated effort to maximize E-rate funding for all schools; marketing to and planning with a membership of schools and supervisory unions that will become part of a larger managed network that can capitalize on the broadband stimulus package being developed in state government in the summer of 2009; and developing a request for proposal for a larger entity that can provide overall management of the K-12 network and deliver more attractive services for schools over time. Proposals should follow carefully the expectations in the RFP and any questions can be directed to Peter Drescher. NOTE: This proposal is directed toward K-12 superintendents, principals, outside Internet Service providers and individuals with knowledge of E-rate. This RFP is not appropriate for teachers in the classroom. Due Date: August 7, 2009 at 4:00 p.m.

   
 

Learning with 21st Century Tools - The 2009-2012 Vermont Educational Technology Plan
The documents below contain all the information schools and supervisory unions should need in completing their local technology plans for 2009-2012. There are templates provided for local technology planning. If you are beginning this work, please start with the "guidelines" document. Local technology plans are due June 30, 2009.

   
 

Online CFP e-Application/e-Amendments for Local Educational Agencies (LEAs)

  Riverdeep Learning Village Training & Support Materials
Riverdeep Learning Village is an online environment that provides educators with access to tools for the creation and dissemination of instructional materials and assessments that connect to state standards. Learning Village is intended to facilitate online collaboration and sharing of instructional resources by all the members of an educational learning community.

Real World Design Challenge for High School StudentsClicking this link will open a new browser window and take you off the department's Web site.
Governor Jim Douglas, Lt. Governor Brian Dubie and Acting Education Commissioner Bill Talbott have joined the Federal Aviation Administration, the U.S. Department of Energy and software companies PTC and Flometrics to announce the first ever Real World Design Challenge. PTC and Flometrics specialize in Computer Aided Design (CAD) technology. The challenge, being issued to Vermont high school students and their teachers, is to utilize software donated by PTC to solve an engineering aerospace challenge involving wing design. The goals of the challenge are to (1) inspire and engage all students in Science, Technology, Engineering and Mathematics (STEM) education and (2) highlight the potential for future workers in science and engineering fields. In an effort to better understand how E-rate is being utilized at the school and supervisory union level, the Vermont Department of Education contracted with E-Rate Central, a New York based consultant group, to undertake an analysis to address concerns that Vermont schools — most specifically, its public schools, districts, and supervisory unions — are not able to make optimal use of E-rate funding.   Vermont Microsoft Cy Pres Program Information
As the result of the settlement of a class-action lawsuit brought by consumers against Microsoft in Vermont Superior Court, certain Vermont public schools will be eligible to receive cash reimbursement for recent and future technology purchases. Use the link above to view detailed information regarding the timeline for the program, qualifying hardware and software, and the reimbursement process.
   
  Vermont Educational Technology Plan Resources
On June 9, 2004, the State Board of Education approved the final version of the State plan, which includes the template for the development on all local educational technology plans. Both the State plan and the local planning template are available by clicking on the link above.

A grade expectation (GE) is a stated objective that relates directly to a Vermont standard and associated evidences. A GE differentiates performance on content knowledge or skills between adjacent grade levels and describe clearly what students will do to show that they understand a designated concept. As a set, GEs should lead to focused, coherent, and developmentally appropriate instruction without narrowing the curriculum and can be used for local curriculum and assessment development.

Designed to support the Technology Grade Expectations (GEs), these content-neutral tasks can support classroom level determination of students’ knowledge and skills related to the GEs. The original performance tasks, created by a group of teachers in the northwestern part of Vermont through support from VITA-Learn, were the foundation for the Technology Grade Expectations. These revised tasks will be supplemented with “model” tasks geared toward numerous grade levels and content areas in summer 2005.

As of July 1, 2004, those individuals providing direct instruction in educational technology to students must be licensed as Vermont educators and must carry the endorsement as an Educational Technology Specialist. This document provides information about who needs to acquire this endorsement and the processes for doing so.
