The Federal Education Programs team oversees the implementation of the No Child Left Behind Act of 2001 (NCLBA), the reauthorization of the long-standing Elementary and Secondary Education Act (ESEA). Comprising program consultants and managers across the department, this team assists local education agencies and other eligible entities to:

  • Apply for competitive and formula-based grants;
  • Comply with grant terms and conditions; and
  • Achieve maximum benefit from grant investments.

  ARRA & Federal Funding and Grant Opportunities
Federal funding opportunities are available throughout the year through the Vermont Department of Education and from other online resources.

Online CFP e-Application/e-Amendments for Local Educational Agencies (LEAs)
LEAs (supervisory unions/districts) may view online the e-Application/e-Amendments for the consolidated federal programs. Funds are allocated to each LEA based on federal formulas and allocation amounts. Consolidated funds include:

   
  21st Century Community Learning Centers (Updated 10/23/09)
The Vermont Department of Education conducts grant competitions and assists centers in the 21st Century Community Learning Centers (21st CCLCs) program. Vermont's 21st CCLC program seeks to enhance students' academic achievement and to foster lifelong interests in the arts, fitness and other areas through the provision of high-quality out-of-school learning opportunities.

Vermont’s approved Reading First application enabled the state to receive $2.2 million for the first year of a multi-year federal grant to improve early elementary instruction and student achievement in reading. Under the Reading First program, the state could receive a total of more than $14 million over six years to support implementation of comprehensive, high-quality, research-based reading programs to ensure that all kindergarten through grade-three (K-3) students are reading at or above grade level. The state has invested the bulk of funds in competitive subgrants to eligible supervisory unions/districts that demonstrate intense need (as defined by high-poverty and low-student achievement in early reading) and a readiness for change.   Public Notice: Request for Waiver of the Tydings Amendment For All Remaining Reading First Funds (May 15, 2009)
The Vermont Department of Education has requested a no cost waiver to the Tydings Amendment for all Reading First Funds currently allocated to the State of Vermont from the United States Department of Education. Receipt of this waiver will enable the Vermont Department of Education to fully liquidate these funds for the benefit of Vermont schools participating in the Reading First Program. The waiver request is to extend the period of spending authority to September 30, 2010.
