INTRODUCTION

Signed into law in 1965,
the Elementary and Secondary Education Act (ESEA) has been amended periodically since
its enactment 37 years ago. The most recent reauthorization of this landmark legislation,
the No Child Left Behind Act of 2001 (NCLBA), was signed into law on January 8, 2002.
Following each reauthorization, states are required to submit a comprehensive plan
- the consolidated federal application - to the U.S. Department of Education certifying
its intention to comply with the law and explaining how the provisions of the law
will be implemented.
Vermont's consolidated federal application was conditionally approved in early July
2002, which means that the department and local education agencies will receive $53.7
million under the various titles of the law. |
