The special education
finance program administers the state's special education funding laws in 16 V.S.A.
chapter 101. The current state funding formula for K-12 services is a reimbursement
system. Reporting requirements include the submission of a service plan projecting
the cost of special education for the upcoming year as well as expenditure reports
during the year of actual costs incurred. Program staff review expenditure reports
submitted by Vermont school districts and calculate the amount of state assistance,
perform audits of the special education expenditure reports to ensure that the information
reported is accurate and properly documented, and oversee the distribution of federal
IDEA-B and PreSchool Flow Through funds to supervisory unions. Program staff also
work with the Office of Vermont Health Access on the School-based Health Services
Program which allows schools to generate Medicaid reimbursement for the health-related
services provided to special education students who are enrolled in Medicaid and
receive eligible services in accordance with their individualized education plans
(IEPs). |

Estimated Final Worksheet A’s and B’s for FY-2013
The Vermont Agency of Education will be accepting estimated final Worksheet A’s and B’s from supervisory unions and school districts through Wednesday, May 22nd, 2013. This is an optional submission if supervisory unions and school districts have incurred to expect to incur additional special education costs that qualify for State-Placed Student Reimbursement (3205) or Extraordinary Reimbursement (3203) for FY-2013 and wish to receive reimbursement prior to June 30th.

Special Education Funding Formula Projections and Estimated EEE Grant Amount for FY 2014
The following are the FY-2014 Special Education Funding Projections based on the FY-2014 Special Education Service Plans as of December 14, 2012. For these estimates, it is assumed that the federal IDEA-B funds will be level funded by the federal government. The final State appropriation levels will be determined during the up-coming Legislative Session. The estimates provided assume the State will fund the 60% State share as set forth in statute.

Service Plan for FY 2014
View and download instructions and forms for special education service plans for
FY 2014 used by Vermont school districts to report their anticipated special education
expenditures. This service plan is designed to meet the requirement by law that each
supervisory union submit a service plan annually to the commissioner reporting their
anticipated special education expenditures for the following year.

Special Education Cost, Average Daily Membership (ADM) and Child Count by School District
This spreadsheet reports average daily membership (ADM), child count and special education formula expenditures by school district and supervisory union. It also calculates child count as a percentage of average daily membership and special education formula expenditures per ADM. The spreadsheet is also used to determine high and low spending districts in accordance with 16 VSA §2974. High spending is defined as spending at least 20 percent more than the state wide average of special education (formula) eligible costs per average daily membership. Please note that the spreadsheet does not reflect resubmission of data by school districts after they are notified of their status as high spending districts.
