OVERVIEW

The HIV Prevention consultant provides professional development, technical assistance and resources to schools and organizations engaged in efforts to decrease adolescent sexual risk behaviors and improve student health outcomes. The consultant provides assistance in the development and implementation of standards-based curricula, instruction and assessment. Sexuality education resource materials are available at the Health Education Resource Center (HERC) located at the Department of Education in Montpelier. This program is funded by the Centers for Disease Control and Prevention’s Division of Adolescent and School Health (CDC/DASH) which helps build the capacity of state education agencies to provide HIV prevention education. |

National Sexuality Education Standards Set the New Gold Standard for Sexuality Education in Public Schools OSL
Released in 2012, the first-ever national standards for sexuality education in schools provides clear, consistent, and straightforward guidance on the essential minimum, core content for sexuality education that is developmentally and age-appropriate for students in grades kindergarten through grade 12. These standards provide teachers, schools, school districts, and state education agencies with a new national standard—the minimum they need to teach to set students on a path to sexual health and responsible adulthood, and are presented in a user-friendly way. |

Youth HIV Prevention Strategic Plan PDF
Under a grant and with guidance from the Centers for Disease Control and Prevention, the department conducted a comprehensive strategic planning process to develop goals and objectives for youth HIV prevention across Vermont. This 2011 version is updated to reflect the current annual workplan for the fiscal year 2012-2013. The annual workplan guides the work of the department’s HIV prevention program. |

Vermont Youth Risk Behavior Survey (YRBS) Overview
|
|
Every two years since 1993, the Department of Health's Division of Alcohol and Drug Abuse Programs and the department have sponsored the Vermont Youth Risk Behavior Survey (YRBS). The YRBS measures the prevalence of behaviors that contribute to the leading causes of death, disease and injury among youth. The YRBS is part of a larger effort to help communities increase the “resiliency” of young people by reducing high risk behaviors and promoting healthy behaviors. |

VT Youth Risk Behavior Survey Project Evaluation PDF
Since 2007, sixteen school communities have participated in the Vermont YRBS project. In the fall of 2010, the Vermont Department of Education commissioned an evaluation of the Vermont YRBS project. This evaluation report is organized into four sections: introduction, methods, research results, and an analysis of results with a set of recommendations. |

Sexual Violence Prevention Education Overview
- A Snapshot of Sexual Violence Prevention Education in Vermont
This report by the Sexual Violence Prevention Task Force (SVPTF), a legislatively defined project of the Anti-Violence Partnership at the University of Vermont, was compiled from responses to surveys distributed in the fall of 2007 to K-12 schools statewide and community-based prevention education agencies working in the schools. The data reported represents activities during the 2006-2007 academic year.
- Sexual Violence Prevention Task Force (SVPTF) Update PDF
The Technical Assistance Resource Guide (TARG) for Sexual Violence Prevention in Vermont provides guidelines for schools’ capacity-building around sexual violence prevention programs and nationally recognized, “best practice” criteria for schools to identify what sexual violence prevention curricula and activities work in their local community. Neither the Sexual Violence Prevention Task Force as a body, nor the TARG as the mandated product of the SVPTF’s work, represent endorsement of specific sexual violence prevention curricula, models or programs. After review by the Department of Education and the Department for Children and Family Services, the TARG was made available to schools in July 2010, as required by Act 1 of 2009. - HIV/AIDS Sample Model Policy PDF
This sample comprehensive HIV policy for schools, updated in 2006, addresses rights of faculty/staff and students; issues related to confidentiality and discrimination; education and instruction; legal references and resources for assistance and information. Appendices include recommended best practices for HIV prevention education and confidentiality; HIV Universal Precautions PDF procedures; sample confidentiality procedures; and consent forms.
- Sex TV: An Original Dramatic Production Written by Vermont Students for Vermont Students PDF
This 30-minute original dramatic production uses HIV/STD/pregnancy prevention messages to explore how communication, gossip, and risk behaviors impact sexual health. This fun and lively production script is the result of a youth-driven HIV prevention education project that is full of Vermont’s youth voice. The suggested target audience for this production is middle school and early high school students. A DVD of the original production is available through the Vermont Department of Education Health Education Resource Center (HERC) as a guide for live theatrical production. This DVD should not, however, be used as a stand-alone educational tool. Educators are cautioned to preview the script before use with students and to discuss production plans with school administrators in advance. A discussion guide can be found at the end of the script.
- Health Education Resource Center (HERC)
The department operates a Health Education Resource Center (HERC) that maintains a variety of pre-K-12 health education materials. Currently practicing school and community-based health educators may borrow curricula, books, reference resources, models & kits and audio-visual materials.
- Vermont Youth HIV Prevention Needs Assessment Project Summary Report PDF
This summary report compiles data gathered through three separate phases which examined HIV prevention risks, education, resources and services as well as challenges to effective HIV prevention and suggestions for improvement for the youth population. View reports for each of the three phases.
