In accordance with State
Board, department accountability goals and pertinent sections of Vermont statutes
(16 V.S.A.) regarding home study, this program works to ensure that all students
enrolled in home study programs have access to a quality education. When required,
the program provides technical assistance to improve the quality of a home study
program. |

Guidelines for Home Study in Vermont (Revised March 2010) PDF
This document contains information and forms necessary to prepare and submit an enrollment notice for homeschooling. Extracts from relevant statutes and rules are also provided. NOTE: Forms designed to be downloaded to your hard drive and completed with your word processing application are available below.
- Parents' Rights in Special Education (Procedural Safeguards Notice) PDF
Under the federal Individuals with Disabilities Education Act (IDEA) of 2004 and Vermont Department of Education's Special Education rules, parents have specific rights concerning their participation in the special education process. This booklet is designed to inform parents of those rights and provide a list of available resources. NOTE: As of June 14, 2010, this document also contains a list of available resources that parents and families may access to support students who receive special education supports and services.

- Integration of Home Study Students into the Public Schools (Act 119 of 1998) PDF
The Home Study Office receives many questions from public schools throughout the year about a variety of Act 119 issues. We thought it might be helpful if we review Act 119 of 1998 and address a few of the most common questions. Act 119 of 1998 provides for the participation of homeschoolers in public schools by requiring that every school board “adopt a policy which, in accordance with rules adopted by the state board of education, will integrate home study students into its schools through enrollment in courses, participation in co-curricular and extracurricular activities and use of facilities.” See 16 V.S.A. §563(24).

Enrollment Forms
2011-2012
These forms are to be used for the school year 2011-2012 only and may be submitted anytime after March 1, 2011.
Note: Enrollment notices for the school year 2011-2012 are not effective until the later of July 2, 2011 or when when the enrollment notice is deemed complete. All 2011-2012 home study enrollments expire July 1, 2012.
Electronic versions of the completed forms will NOT be accepted.

Information About Qualifying for the Minimum Course of Study Exemption PDF
View a letter dated March 1, 2008, that was mailed to all enrolled homeschoolers informing them of the department’s interpretation of 16 V.S.A. §166b(k) which describes when a home study enrollment notice must be received in the home study office in order for the year to count towards the minimum course of study exemption. |

Vermont Licensed Teacher End-of-Year Assessments
Given the passage of Act 107 of 2006 which decreases the need for an up-front minimum course of study, the goal of department home study staff is to increase consistency in end-of-year assessments. A letter may be prepared by a licensed Vermont teacher in a form provided by the Department of Education or a teacher may write a letter which contains the same information as requested on the form. The instructions for preparing the Vermont licensed teacher letter assessment, the Vermont licensed teacher letter expectations, and the Vermont licensed teacher letter assessment form, will help to ensure that the same information is conveyed in the same manner for all students who choose to use a teacher report as their method of year-end assessment.
