The department's residential review process was created by statute in order to ensure that teams who are considering residential services for a student understand the full range of educational options available as early in the process as possible.
A school district must notify the department when it believes residential placement is a possible option for inclusion in a student's IEP. The residential review process begins when an school district sends a notification form which indicates the IEP team is considering residential placement or when there is a parental inquiry for residential placement and the department has received the IEP and Comprehensive Evaluation from the school district. |

Assessment Guidance for Residentially Placed Students
Local Education Agencies (LEA’s) are responsible to ensure that students placed in residential programs in Vermont, either by state agencies and approved through the Case Review Committee, or by the school district through the IEP process, are assessed with the same grade level assessments that their public school peers are assessed with, such as the New England Common Assessment Program (NECAP). NOTICE: Regarding Students Placed at 204 Depot Street (Added 11/22/10)
When a student is placed at 204 Depot Street (204) in Bennington, the responsible LEA becomes the Southwest Vermont Supervisory Union (SVSU) for the remainder of the student’s stay at 204. SVSU will request student records from the previous LEA who should provide them as quickly as possible. This applies even though some students may stay for only a few days. When the student leaves 204, SVSU is no longer the responsible LEA, unless the student’s residency remains in SVSU. The responsibility may or may not revert to the previous LEA depending on where the students is placed and resides. Based on these and other criteria, the department will advise the Department of Children & Families and the new LEA. For questions or information, contact Mike Mulcahy.

Description of Charts and Forms for Potential Residential Placement of Students
- Residential Review Flowchart

This chart explains the process schools/districts need to use when considering a residential placement for a student. 16 V.S.A. s2958 states that “a school district shall notify the parents and the commissioner when it believes residential placement is a possible option for inclusion in a child’s individualized education plan.”

This document contains three forms for use when considering, verifying and/or terminating a residential placement.
- Special Education Expenditure Report Form (Worksheet B)

This is the request for reimbursement for students whose costs exceed $50,000. The department requires comprehensive evaluations and IEP’s that cover all of the dates of service for which reimbursement is requested.
- Request for Exception for Non-Approved Residential Schools

Information for this request must be sent to the Residential Placement Consultant at least a month before a student is placed at a non-approved residential school.
