Vermont’s ROPA process is a performance based approach to the review of educator preparation programs offered by state institutions of higher education. The Vermont Standards Board for Professional Educators (VSBPE) oversees the ROPA approval process and determines approval status. Full approval is for six years.

Rubrics for Seven Program Approval Standards 
Rubrics to evaluate the institution and program(s) are provided for each standard. These rubrics will be used by the Review Team and can be used by the institution in its internal review or self study.
Rubrics for the Level I Licensure Portfolio
All programs are required to use the scoring rubrics provided for each entry when assessing their candidates’ portfolios. The rubrics are based upon criteria derived from the purpose, required evidence, prompting questions, and the Principles. Individual entry rubrics are also available below:
