OVERVIEW
   
 

Act 214 of the 2006 Vermont legislative session established a new board of professional educators to oversee the training, licensing and professional standards of teachers and administrators. Further it established hearing panels to determine compliance with those standards to help assure high caliber professionals and high quality public educational programs for Vermont students. This act took effect on July 1, 2007 and changed the structure and membership of the previous VSBPE.

Vermont Standards Board for Professional Educators (VSBPE)
The VSBPE is a 13-member, teacher majority, policy-making board appointed by the Governor. The Board’s purpose is to oversee the training, licensing and professional standards of teachers and administrators. Its overarching goal is promotion of educator quality. The VSBPE has two permanent standing committees and may create special issue committees as needed:

  • Teacher & Administrator Relicensing Committee: Oversees and supports local and regional standards boards, focuses on issues and policies related to teacher and administrator quality and oversees the teacher and administrator relicensing process

  • Higher Education Committee: Oversees the program approval process for educator preparation programs, monitors alternative processes to educator licensure and oversees the initial licensure process

Licensing Hearing Panel (LHP)
The panel is a 14-member teacher majority board. The Board’s purpose is to establish hearing panels to determine compliance with the professional standards of teachers and administrators and to help assure high caliber professionals and high quality public educational programs for Vermont students. The Panel meets annually for administrative purposes.

Licensing Regulations (Rule 5100) PDF
Rule Series 5100 is now under the purview of the Vermont Standards Board for Professional Educators. Regulation changes were made, effective April 16, 2009, that created a Code of Professional Ethics and Rules of Professional Conduct for Vermont Educators and Praxis I waiver. Minor technical corrections were also made to the endorsement areas.

VSBPE Policy Manual PDF
This document contains the policies adopted by the VSBPE to clarify various aspects of the educator licensing regulations in the areas of licensure, relicensure and approval of educator preparation programs. This document continues to be revised to reflect the legislative changes to the structure of the Vermont Standards Board of Professional Educators. NOTE: This change reflects the new policy H4 effective March 11, 2010.

The Vermont Re-Licensing Process: A Reflection of Ongoing Professional Growth, A Handbook for Educators PDF
This handbook assists educators and local and regional standards boards in developing individual professional development plans (IPDPs) and re-licensing portfolios. It is a tool that guides educators through the license renewal process of self-assessment, goal development, professional development, learning implementation and learning reflection.

Results Oriented Program Approval (ROPA) Process
Vermont’s ROPA process is a performance based approach to the review of educator preparation programs offered by state institutions of higher education. The VSBPE oversees the ROPA approval process and determines approval status. Full approval is for six years. NOTE: The ROPA manual includes the Level I Licensure Portfolio.

Five Standards for Vermont Educators: A Vision for Schooling PDF
This document identifies the five standards (learning, professional knowledge, colleagueship, advocacy and accountability), 16 educator principles, and corresponding quality indicators developed to guide Vermont educators in meeting the requirements of professional licensure and relicensure.
