Title IV, Part A, Safe and Drug-Free Schools and Communities is one of five titles in the Consolidated Federal Grants Programs to schools. The Safe and Drug-Free Schools and Communities (SDFSC) program is the only source of federal funding for school based prevention that directly targets all of America 's youth in grades K-12 with drug education, prevention and intervention services. These funds are managed and monitored by the Vermont Department of Education. Schools apply for these funds through their supervisory unions and school districts. Department staff provide school staff with information, technical assistance, evaluation and oversight of grant requests and spending in compliance with the No Child Left Behind Act of 2001.

Indicators/Performance Measures
This document lists many of the performance objectives that were developed based on indicators schools use to measure their program effectiveness. NOTE: Additional indicators may be submitted by school staff using the space provided at the bottom of the page (using the format presented).
Principles of Effectiveness
The six principles contained in this document provide the framework to assist states and local entities in designing, implementing, and evaluating high-quality programs and achieving measurable results. All strategies, activities and waivers in Title IV, Part A, SDFSC must meet the these six principles.
Strategies
The design and implementation of the activities listed in the following documents are based on research or evaluation that provides evidence that these strategies may be used effectively to prevent or reduce violence and alcohol, tobacco and other drug use.

DRAFT Student Drug Testing Best Practice Criteria for the Use of Title IV, Safe & Drug-Free Schools and Communities Funds
There has been interest in testing students for drugs at school as a way of reducing use and preventing use. Administrators look to programs such as Safe and Drug-Free Schools and Communities to fund such testing, however, the research does not support those desired outcomes and raises additional questions regarding ‘search and seizure’ (Fourth Amendment to the Bill of Rights) and discrimination. This document provides some best practices for a student drug testing program, including the need for an adequate referral and support system and clear policies. |
