Carl Perkins Act of 1998 
This legislation
is designed to develop more fully the academic, vocational, and technical skills
of secondary students and postsecondary students who elect to enroll in vocational
and technical education programs, by
- Building on the efforts
of states and localities to develop challenging academic standards;
- Promoting the development
of services and activities that integrate academic, vocational, and technical instruction,
and that link secondary and postsecondary education for participating vocational
and technical education students;
- Increasing state
and local flexibility in providing services and activities designed to develop, implement,
and improve vocational and technical education, including tech-prep education; and
- Disseminating national
research, and providing professional development and technical assistance, that will
improve vocational and technical education programs, services, and activities.

Vermont School Construction Planning
Guide and Standards for Technical Education Centers 
This guide is designed
to help school boards, administrators and governing boards through the process of
planning and pursuing a technical education construction project. It is to be used
in conjunction with applicable construction standards governing technical center
construction and State Board of Education Rules for Capital Construction. It is not
intended to be used in isolation or to supersede any other agency rules for school
construction. Specific rules of state agencies that apply to school construction
are beyond the scope of this document. |

Program
Approval
In order for the programs to be offered for students at Vermont's regional technical
centers and comprehensive high schools, approval must be granted. A description of
the process and and checklists are available. |

FY 2008 Local Plan Guide
The Local Plan Guide has been developed to assist Career and Technical Education Center directors and faculty to appropriately address all required components of their local plan proposals for the upcoming (FY08) academic year. Local Plans are reviewed to determine approval for disbursement of Perkins funds for the upcoming school year. Local Plans are due June 1st and monies can be disbursed July 1, after plans are approved.

Principles of Program Design
This document provides information about how local plan proposals will be evaluated and may be used to assist in development of the local plan/sub-grants to the local plan. |

Service Regions
Career and technical
education is provided statewide through sixteen service regions. Each service region
is served by a technical center(s) and/or comprehensive high school(s). School
districts and independent high schools are assigned to a technical education service
region.
The following lists have been prepared based on information contained in the Vermont
State Board Manual of Rules and Practices, Rule series 2370.

Staff Assignments
Career and technical education staff have both work and cluster assignments. In addition, some staff members are assigned to provide technical assistance to specific technical centers and comprehensive high schools.
