The Vermont Consortium has developed several tools that schools and communities can use to guide the planning, implementation and evaluation of their work.

The Community Development Framework outlines steps to follow in identifying the precise nature of the problem and developing a strategic plan to address those needs. The Indicators for School and Community Readiness for Prevention of Truancy and Dropouts provides a checklist and rubric to assess initial capacity as well as to chart development of the elements necessary for effective and sustainable change that support student success. The planning process recommends using the Theory of Change model that is described in the accompanying materials. Development of the framework was based on assumptions that underlie all of the consortium activities.

An Indicator Use and Feedback form is provided for users to give input to the continual development of these and other planning tools.

    View or download a set of tools that can be used to assess readiness to begin prevention planning, including a list of recommended partners, indicators of an effective collaborative and for effective leadership, youth engagement, school structure, planning and community engagement.

    Several assumptions guide the consortium’s work with communities and their schools. These assumptions are supported by research and are evident through the pilot project outcomes in system change and student outcomes.
