There are a variety of truancy and dropout prevention and intervention projects in Vermont that offer models for other communities and their schools. The projects profiled below represent some of those efforts. Consortium pilot projects offer an overview of promising approaches for consideration. Other initiatives, such as the Burlington Truancy Project and Quantum Leap, have specific data to support the positive outcomes for students.

Selection of a particular strategy such as those illustrated in the project profiles should be done based on a thorough, local analysis of student needs. Looking at "the story behind the data" yields critical information that will determine the direction of planning and implementation activities. Once the root causes are known, schools and communities are encouraged to refer to research-based strategies such as those outlined in
High Schools on the Move.

Before implementing any of the projects or activities represented here, it is recommended that the planning steps outlined in the
Community Development Framework be followed. Site visits are encouraged to the programs that seem to offer an approach that would address identified needs.

   
CONSORTIUM PILOT PROJECTS

Since 2002, the Consortium has been working with five communities and their schools using a community development approach to truancy and dropout prevention. Community-school collaboratives with diverse partners–including youth–have formed to guide the work. Each local task force has been charged with identifying the conditions underlying their truancy and dropout problems, developing a strategic plan to address those conditions and guiding the implementation of the plan. The work of all projects is guided by research-based assumptions about what works to change student outcomes.

   
TRUANCY INTERVENTION PROJECTS

There are two models of truancy intervention that have demonstrated effectiveness for Vermont youth: truancy protocol teams and intensive mentoring projects.

Truancy Protocol Teams
This team model seeks to develop policies and protocols that inform parents of school absences and guide intervention by the team. Team members generally include school officials, social and rehabilitation service staff, the local truancy officer, and the state district attorney. Each school and community designs the sequence and nature of the interventions to fit the local needs.

Intensive Mentoring Projects
This model provide support to the family and the young person to remedy the problems that are causing the truancy. The program activities may include family visits, mediation between the school and family, referral to other services and social activities for the student with the mentor. Both professional and volunteer mentors are used.
