Vermont Professional Development Standards
The Vermont Standards Board for Professional Educators (VSBPE), a 13-member, teacher majority, policy-making board appointed by the Governor, has adopted the standards for professional development included in this document. These standards are based on the National Staff Development Council standards for professional development and incorporate additional areas of concern for Vermont educators. These standards are intended to be used by principals, curriculum coordinators, professional development committees, and others involved with educator professional development to evaluate current professional development structures and offerings and to guide development of new programs.

Educational Services Agencies (ESAs)
ESAs are regional partnerships between school districts or supervisory unions, institutions of higher education and service providers. ESAs provide high quality professional development regionally to meet the needs of individuals, schools and/or supervisory unions to enable educators to improve schools and increase student learning. Use the links below to contact the ESA Coordinator for your region to discuss professional development needs and learn of current offerings.

Vermont Higher Education Collaborative for Education Workforce Development(VT-HEC)
The VT-HEC was formed in 2000 as part of Act 117. It is the joint work of the Vermont Agency of Education, the Vermont State Colleges and the University of Vermont. The VT-HEC, along with Vermont school districts and other education related organizations, are working together in new ways to make quality preparation, development and support programs accessible to educators and educators-to-be in all parts of Vermont. |

Vermont Educational Services Agencies (ESAs)

National Staff Development Council (NSDC)
The NSDC is committed to ensuring success for all students through staff development and school improvement. The NSDC Web site contains information about professional development standards, a library, information about membership, publications, professional development opportunities and a bookstore.

Association for Supervision and Curriculum Development (ASCD)
The ASCD advocates and promotes best practices for effective teaching and learning through professional development, educational leadership, and capacity building. The ASCD Web site includes resources, publications, and professional development opportunities as well as information about membership.

Regional Educational Laboratories (REL)
The Regional Educational Laboratory Northeast and Islands (REL-NEI) serves New England, New York, Puerto Rico, and the Virgin Islands. The region includes over 5 million students, nearly 10,000 schools and 2,000 districts, from rural settings to New York City. REL-NEI’s mission is to help preK-16 educators at the state, district and school levels increase their use of scientifically based evidence to make decisions that lead to improved student achievement and reduced performance gaps among student groups. REL-NEI is funded by a 5-year contract from the Institute of Education Sciences, U.S. Department of Education.
REL-NEI is operated by Education Development Center, Inc. in Newton, Massachusetts. EDC is an international nonprofit organization that conducts and applies research to advance learning and promote health. EDC manages more than 325 projects in 35 countries.
