The State of Vermont distributes
federal and state education dollars to districts. The amount of money spent on education
continues to increase despite declining enrollment figures. State policy-makers are
interested in knowing how that money is spent. The first step in answering this question
is to identify the resources acquired with education dollars. This study is an initial
attempt to isolate the resources driving education cost increases using existing
expenditure data. In particular, we are interested in identifying expenditures that
represent a substantial portion of total expenditures and that are growing more rapidly
than total expenditures.
In this preliminary study, we examined six years of expenditure data, grouped in
very broad categories, to answer some questions about where Vermont's educational
dollars are being spent and to discover areas needing further research. For instance,
we asked whether grade level is an important determinant for expenditure growth.
As described below, the data suggest that further research into secondary tuition
rates is necessary to understand the rapid growth of secondary expenditures between
FY99 and FY01.
In the report's first section, we describe the data used in the analysis, give an
overview of the expenditure data and evaluate the impact on expenditures of Act 60
the most recent education finance law. The remainder of the report describes specific
research questions and conclusions and points to potential areas for further study.
We expect this study will raise more questions than it answers. |
