  Cover: Vermont School Crisis Guide for 2004The Vermont School Crisis Guide is designed to help schools develop their comprehensive emergency plan as required by State Board of Education regulations. The guide has also been designed to record vital information during and after a crisis. It has been organized by position title for practicality and user-friendliness.

The web version
below (available in PDF, Word and RTF formats) is provided so that school staff can download and modify the document to include local emergency numbers and local emergency crisis resources. The modified guide then becomes the schools' comprehensive emergency plan required by Vermont State Board of Education Rule 4102 (Student Safety).

Distribution
School superintendents, principals, and technical center directors received a print copy of the Crisis Guide and a training DVD in a red, three-ring binder.

Property Rights
The Crisis Guide has been updated from the 2000 edition by a committee of representatives from the Vermont Departments of Education, Health, and Emergency Management; State, Essex, and Montpelier Police Departments; Homeland Security; and the National Center for the Prevention of Cyber-Crime and Counter-Terrorism. The document is intended for use by school leaders and emergency service providers. It may be freely copied and distributed to anyone involved with planning and implementing school safety drills.
