The purpose of the Title I, Part D program is to:
- improve educational services for children and youth in local and State institutions for neglected or delinquent children and youth so that such children and youth have the opportunity to meet the same challenging State academic standards that all children in the State are expected to meet
- provide such children and youth with the services needed to make a successful transition from institutionalization to further schooling or employment; and
- prevent at-risk youth from dropping out of school, and to provide dropouts, and children and youth returning from institutions, with a support system to ensure their continued education and the involvement of their families and communities.
In order to carry out the purpose of Title I, Part D, the AOE is able to award subgrants to State agencies and local educational agencies to establish or improve programs of education for neglected, delinquent, or at-risk children and youth (ESSA 1401).
Annual Count
The U.S. Department of Education collects information each year on the number of children living in institutions for neglected or delinquent (N or D) children. This process is known as the "Annual Report of Children in Institutions for Neglected or Delinquent Children, Adult Correctional Institutions, and Community Day Programs for Neglected or Delinquent Children" and is sometimes referred to as the "October Count" or "Annual Count." The U.S. Department of Education (ED) will use these counts to calculate the upcoming fiscal year allocations for Title I, Parts A and D. In order for the AOE to facilitate this annual report, efforts are made to collect this data from eligible institutions throughout the state every fall. The collection happens in the month of October.
