Overview
Since the federal declaration of the COVID-19 pandemic emergency on March 13, 2020, three major relief packages have been signed into law. The Council of Chief State School Officers (CCSSO) has created a helpful COVID-19 Relief Funding for K-12 Schools Fact Sheet comparing the three relief bills.
- Coronavirus Aid, Relief and Economic Security (CARES) Act was passed on March 27, 2020 and included three funding programs benefiting Vermont’s education system. In total, Vermont K-12 public, independent and Career Technical Education centers received over $140,000,000 in relief funds.
- Elementary and Secondary Schools Emergency Relief (ESSER) I - $31,148,360
- Governor’s Emergency Education Relief (GEER) I - $4,488,802
- Coronavirus Relief Fund
- LEA Grant- $73,451,395
- Approved Independent Schools Grant- $1,184,553
- Summer Food Service Program Grant- $2,118,296
- Child Nutrition Equipment Grant- $3,851,846
- Indoor Air Quality Grant- $18,050,000
- The Coronavirus Response and Relief Supplemental Appropriations Act, 2021 or CRRSA Act was signed into law on December 27, 2020. CRRSA provided significant additional funding for educational entities to respond to the COVID-19 pandemic. These funds include:

- GEER II - $1,930,818
- GEER Emergency Assistance for Non-Public Schools (GEER EANS) -$4,284,000
- CRF fund extension through December 31, 2021
- Child Nutrition programs
- Emergency Assistance for School Food Authorities and Child and Adult Care Food Programs
- Pandemic-EBT (P-EBT) administrative funds grant program
- The American Rescue Plan Act (ARPA) was signed into law on March 11, 2021 and provided significant additional funding for preK-12 schools, Child Nutrition programs, IDEA, and a host of other programs to support schools, families and communities.
