Temporary Licenses (provisional licenses, emergency license, apprenticeship licenses) are issued to an individual on the application of a superintendent, director, or head of an approved independent school, or entities receiving state appropriated grants for Statewide Visually Impaired, Statewide Deaf/Hard of Hearing, Statewide intensive needs special education when the local district or approved independent school is unable to find an appropriately licensed and/or endorsed applicant after making all reasonable efforts to do so or when a licensed or endorsed applicant does not possess the qualifications necessary for the specific assignment.

Submitting Applications
For All Provisional Licenses, Emergency Licenses, Apprenticeship Licenses
Superintendent/Central Office Responsibilities
- Verify with applicants that they can meet all requirements within 15 days before submitting application.
- Submit completed applications.
- Transcript with degree and date conferred
- Current resume
- If Applicable:
- Foreign credential evaluation
- Valid First Aid
- Valid CPR/AED certification
- Vermont Clinical License
- Professional Learning Plan
- DMV Driving Record Report
Applicant's Responsibilities
- Provide required documentation to district:
- Transcript with degree and date conferred
- Current resume
- If Applicable:
- Foreign credential evaluation
- Valid First Aid
- Valid CPR/AED certification
- Vermont Clinical License
- Professional Learning Plan
- DMV Driving Record Report
AOE Responsibilities
- Review application
- Contact district if incomplete
- Accept application if requirements are met
Application Follow-Up

Superintendent/Central Office Responsibilities
Follow up with applicant weekly to ensure the applicant is submitting the required information in a timely manner.

Applicant's Responsibilities
Example Timeline: Week 1
Day 1-Day 2
- Complete application summary and processing fee.
Day 3-Day 4
- If required: Schedule a fingerprint appointment within the 15-day window.
- Print FAC form Alis Application, Sign form, and submit at fingerprint appointment .
Day 6
- Upload transcripts
Example Timeline: Week 2
Day 7-Day 8
- Meet with District Representative to review the provisional plan.
- Provisional plans are not required for emergency applications.
Day 9
- Upload provisional plan, if required and email Licensing Specialist with update.
Day 10-Day 15
- Upload AOE fingerprint receipt
- Revise provisional plan if necessary.
AOE's Responsibilities
- Notify applicant with any revisions or next steps
- Once specific steps have been met:
- Submit Letter of Eligibility if fingerprints are required.
- Issue payment request if there has been no break in service.
Fingerprints
If required, for All Provisional Licenses, Emergency Licenses, Apprenticeship Licenses
Superintendent/Central Office Responsibilities
- The AOE cannot accept district fingerprints. Applicants are required to download the AOE's FAC form, sign it, and submit the FAC form at their fingerprint appointment.
- Follow up with applicant to ensure the fingerprint appointment has been scheduled within the 15-day application window, if possible.
- If it is going to be longer than 15 days, reach out to the Licensing Specialist to ask to extend the 15-day timeline.
Applicant's Responsibilities
- Download, sign and submit signed FAC form at fingerprint appointment.
- Upload fingerprint receipt to temporary application.
- Email AOE Licensing Specialist when the receipt has been uploaded.
AOE Responsibilities
- Review receipt.
- Notify applicant and district of next steps.
