American Rescue Plan Emergency Assistance to Non-Public Schools (ARP EANS)

Overview

On March 11, 2021, the American Rescue Plan (ARP) Act was signed into law. It is a $1.9 trillion package of assistance measures, including $2.75 billion for the American Rescue Plan’s Emergency Assistance to Non-Public Schools (ARP EANS) program. This program will provide $3,677,205 in support to independent schools in Vermont. The purpose of the EANS program is to provide services or assistance to eligible non-public schools to address educational disruptions caused by the COVID-19 emergency.

Under ARP EANS, a State educational agency (SEA) may only provide services or assistance to independent schools that enroll a significant percentage of students from low-income families and are most impacted by the novel Coronavirus Disease 2019 (COVID-19) emergency. Additionally, an SEA may not use ARP EANS funds to provide reimbursements to any independent school for costs the school incurred to address the impacts of the COVID-19 emergency. The AOE will provide support to independent schools for allowable costs through procurement. This means that the agency will contract directly with educational service providers and/or additional staff on the school’s behalf.

FAQs

When are ARP EANS applications due?
Applications for the ARP EANS program will be accepted on a rolling basis beginning February 28, 2022, through June 30, 2022. The program ends on July 21, 2022.

How is ARP EANS different from GEER EANS?
For the ARP EANS program, support to non-public schools is through procurement only. The AOE will contract directly with educational service providers and/or additional staff on the school’s behalf.

Does ARP EANS offer reimbursement for expenses?
No. This program is for the procurement of goods and services only.

How do I hire staff with ARP EANS funds?

When do we need to spend ARP EANS funds by?
All contracts will end by September 30, 2024.

What does it mean to contract with the Agency of Education?
The AOE will enter into a contact with the personnel, professional service provider, or other appropriate vendor as described in the independent school’s executed program agreement.

September 30, 2024.
