The Vermont Agency of Education is soliciting public comment on its intended application to the US Department of Education for waiver of the following two requirements under the ESEA:
- Section 1127(b) of Title I, Part A of the ESEA so that the SEA may waive, more than once every three years, if necessary, the 15 percent carryover limitation in ESEA section 1127(a) for federal FY 2023 (state FY 2024) Title I, Part A funds.
- Section 421(b) of the General Education Provisions Act (GEPA) to extend the period of availability of federal FY 2022 (state FY 2023) funds for select programs in which the SEA participates under its approved consolidated State plan (Titles IA, IIA, IIIA, IVA, VB, and McKinney Vento funds) until Sept. 30, 2025.

Waiving these requirements will provide LEAs increased flexibility to use their Title funds to meet needs that have been exacerbated by the COVID-19 pandemic. Please submit comments, in writing, to jessie.murray@vermont.gov by 4:30 p.m. on Monday, Sept. 23, 2024.
