Support for School Improvement

Title 1 1003 School Improvement Grant Funds

Title I, Part A, Section 1003 School Improvement Grants are financial resources given to local educational agencies (LEAs) to support school improvement for those schools identified as eligible for comprehensive supports. The 1003 grant can be used for a variety of purposes, including: Improving student achievement, Developing school continuous improvement plans, Supporting specific content areas or subgroups, Instruction, and Non-recurring personnel services and benefits.

Schools Eligible for Comprehensive Support and Improvement (CSI)

The Vermont ESSA State Plan requires the lowest performing schools in the state to be identified for comprehensive support and improvement (CSI). (Any public high-school with a graduation rate less than 67%, the bottom 5% of Title I schools based on weighted sum of all accountability indicators, PK-2 schools with a 3rd grade program in the lowest performing 5% of Title 1 schools). These schools will develop and implement a Continuous Improvement Plan (CIP) which satisfies the requirements of ESSA. The CIP should be created with the goal of improving student outcomes. In the CIP, schools must set priorities and goals for student performance. CIPs follow the continuous improvement process, are based on school data, and include a plan to monitor progress. 

Schools Eligible for Targeted Support and Improvement/Additional Support and Improvement (TSI/ATSI/Equity 2 and 3)

Targeted Support and Improvement (TSI) is identified as: A school having one or more  “consistently underperforming,” student groups, based on all indicators in the State Plan and where the following conditions are met: In two consecutive years, the school is identified as “Equity 1” for the same student group and one of the following conditions is true:  

  1. The school has closed the gap due to declining performance of the all-student group or  
  2. The student group of interest is in the lowest 5% of “Equity 1” schools for improvement for that student group. 

Additional Targeted Support and Improvement (ATSI) are schools identified from among the schools that were identified as TSI Schools by examining student groups that are performing at or below the level of performance for all students in the highest performing of the Comprehensive Support Schools (lowest 5%). 

Goals for schools identified for Targeted Support and Improvement (TSI/ATSI/Equity 2 & 3) must address the needs of the student group(s) identified as in need of support and improvement within the CIP.
