Perkins V Public Hearing - St. Albans

The Vermont Agency of Education is soliciting public comment on the VT Perkins V State Plan under the federal Strengthening Career and Technical Education for the 21st Century Act (Public Law 115-224). This Act provides federal funds to Vermont to assist in improving career technical education programs for students enrolled in career technical education programs.

The nature of the comments invited at the public hearings is addressed on the page linked above. A public hearing on the draft Vermont Perkins 5 State Plan will be conducted in four regions of the state.

Public Comment Opportunity: RULE 5100: RULES GOVERNING THE LICENSING OF EDUCATORS AND THE PREPARATION OF EDUCATIONAL PROFESSIONALS

2022 VSBPE Rule Revisions

The VSBPE is undertaking revisions to the rules that govern the training, licensing and professional standards of teachers and administrators, Series 5100: Rules Governing the Licensing of Educators and the Preparation of Educational Professionals. The proposed rule revisions support the VSBPE’s mission.

Specifically, the VSBPE is: 

1. Providing clarification to current Rules regarding definition of terms.

2. Revising the English Language Learner endorsement to a Multilingual Learner endorsement

3. Adding an option for a Driver and Traffic Safety Education In-Vehicle only endorsement

4. Updating testing requirements to remove specific Praxis II test codes and include language for demonstrating basic skills in other ways besides the Praxis Core test.

Public Hearing on Modifications to Vermont's United Workforce Innovation and Opportunity Act State Plan

Under the Workforce Innovation and Opportunity Act (WIOA), the Governor of each State must submit a Unified or Combined State Plan to the Secretary of the U.S. Department of Labor that outlines a four-year strategy for the State’s workforce development system. States must have approved plans in place to receive funding for core WIOA programs. States are required to modify their plans to reflect changes in labor market information, economic conditions, program changes, and state priorities every two years. The State Workforce Development Board (SWDB) is charged with assisting in plan development and modification, and for leading the public comment process.

SWDB will hold a public hearing conference call on Friday, April 20, 2018 from 1 to 2:30 p.m. to gather comments on proposed changes to the State Plan. Please use the following call in information: (877) 273-4202, room ID 435566250.

The modified plan is available at the State Workforce Development Board website. Rule 5100: Rules Governing the Licensing of Educators and the Preparation of Educational Professionals

The VSBPE is undertaking revisions to the rules that govern the training, licensing and professional standards of teachers and administrators. Specifically, the VSBPE is revising educator competencies and authorizing statement of the following endorsements: 5440-06 Modern and Classical Languages, 5440-65 School Nurse, 5440-65A Associate School Nurse, 5440-30 Driver and Traffic Safety Education. The VSBPE is also revising current rules for Apprenticeship Licenses to support recruitment and retention in the field; and providing clarification to current Rules regarding provisional licenses, professional learning and definition of terms.

SPDG Stakeholders Input Meeting

The Vermont Agency of Education is in the process of collecting needs assessment information from key stakeholders to inform the next round of State Personnel Development Grant (SPDG) funding to begin proposal writing this fall. You have been invited to participate in one of 4 stakeholder input meetings to be held on August 31, 2016 at the Hilton Burlington Hotel in Burlington and September 28, 2016 at the Killington Mountain Lodge (formally known as the Inn of the Six Mountains) in Killington. Each day, there will be two input meeting times from which to choose: 9:00-11:30 a.m. or 1:00-3:30 p.m. Please take a moment to complete the RSVP survey, so we can plan on attendance and ensure that key stakeholders have an opportunity to provide input to the SPDG team.

At each meeting, we will share the AOE vision for the next grant cycle and then collect your thoughts, comments and questions as we move to the next step in developing the program design.
