Per Vermont Education Quality Standard 2120.5, “each school shall enable students to engage annually in rigorous, relevant and comprehensive learning opportunities that allows them to demonstrate proficiency in global citizenship (including the concepts of civics, economics, geography, world language, cultural studies and history)”.
In September 2017, the Vermont State Board of Education adopted the College, Career & Civic Life (C3) Framework for Social Studies State Standards. This K-12 framework is national in scope and allows for relevant content and instructional practices to be selected and developed by supervisory unions/districts. The C3 shares the focus on inquiry with the former History and Social Sciences Grade Expectations, but adds an important dimension of applying knowledge and skills through informed action. With an abundance of information literally at their fingertips, students need to recognize problems, determine solutions, communicate options, and act responsibly. The K-12 C3 Framework focuses on four specific content disciplines- civics, economics, geography and history, while allowing students to exercise and strengthen transferable skills, such as clear and effective communication, creative and practical problem solving and responsible and informed citizenship. The knowledge and skills attained through a curriculum aligned with the C3 will help develop effective students, employees, leaders and citizens.

Jump$tart Financial Literacy Standards
In January 2018, the State Board of Education adopted Jump$tart National Standards in K-12 Personal Finance Education to replace the Vital Results Career Choice and Personal Economics standards of Vermont’s Framework of Standards and Learning Opportunities. The Jumpstart standards supplement the current College, Career and Civic Life (C3) State Standards for Social Studies, Common Core State Standards in Mathematics (CCSSM), and Family and Consumer Sciences Education Grade Expectations. The State Board of Education recognized the multidisciplinary nature of financial literacy as these standards can be addressed within social studies, math, business and family and consumer science learning opportunities. Until a Financial Literacy page is created and curated by the Agency of Education (AOE), please note that links to the standards and pertinent financial literacy information will be maintained on both the AOE Global Citizenship and Mathematics sites.
Relevant resources can be accessed at NextGen Personal Finance. This site is aligned with Jump$tart Standards and includes individual lessons, semester-long courses, assessments, case studies and projects. All of the resources on this website are free.
Foreign language study can open the door to opportunity and provide a competitive edge in our global economy. While enhancing marketable skills, it also provides an occasion to expand one’s viewpoint and gain an increased appreciation of other cultures, as well as our own.
The Vermont Framework of Standards and Learning Opportunities were created in conjunction with Grade Expectations to improve student learning. The Grade Expectations for Vermont World Language standards are still relevant.
